fix(build): install typescript in the project

Typescript was already included as a dependency of ts-loader but it
wasn't installed directly by package.json. This made the build sometimes
fail with the following error message:

> Could not load TypeScript. Try installing with `yarn add typescript`
> or `npm install typescript`.

This CL fixes it by installing typescript in the project.
