chore(deps): automerge updates to @types/chrome dependency

These updates weren't automerged because the major version of the
dependency is 0, and we disabled autoupdating a dev dependency if its
major version is 0 due to possible unexpected breaking changes.

This CL makes an exception for @types/chrome so it is always automerged.

Beta channel

Before releasing updates to the stable channel, the newest versions are uploaded to the beta channel so they can be tested by everyone who's interested. This is another way to contribute to the project, because beta testing can make us notice bugs before they reach the stable channel.
