Add make target to manually trigger the nightly build
This is useful because sometimes the nightly build fails and we need to
manually trigger it, or we want to test changes to the nightly build
pipeline.
Also, this CL removes an old comment from the Makefile which is no
longer relevant (I forgot to remove it as part of
https://gerrit.avm99963.com/c/infinitegforums/+/1927).
